Ontario Childcare — Demand Exceeds Supply by Wide Margin

Ontario has a critical shortage of licensed childcare spaces — with over 200,000 children on waitlists province-wide. The federal-provincial Canada-Wide Early Learning and Child Care (CWELCC) agreement at $10/day further increases demand and subsidizes provider revenues, creating one of the strongest acquisition environments in the sector's history.

👶
Critical Supply Shortage
Ontario has 200,000+ children on childcare waitlists. Any licensed facility operates at near-100% capacity with multi-year waiting lists — protecting revenue regardless of economic cycles.
💰
CWELCC $10/Day Revenue Guarantee
Participating daycares receive provincial operating grants under CWELCC to offset reduced parent fees. This government subsidy creates a stable, predictable revenue component.
📋
Ministry Licence — Barrier to Entry
Obtaining a new childcare licence in Ontario requires zoning approval, facility inspections, staffing ratios, and a 12–24 month approval process. An existing licence is enormously valuable.
🏫
Recurring Monthly Parent Fees
Parents pay tuition monthly, 10–11 months per year per child. With 60–120 licensed spots per facility, monthly revenue is highly predictable and contractually committed.
🌟
Premium Montessori & Licensed Programs Command Higher Fees
Full-day Montessori and licensed preschool programs can charge $1,800–$2,500/month per child. Premium concepts serve upper-income markets with lower price sensitivity.
🤲
Strong Community Reputation Transfers
Established daycares carry 10–15 years of community trust, sibling referral patterns, and word-of-mouth marketing that cannot be replicated in a new startup.

Buying a Daycare in Ontario

A Ministry of Education childcare licence under the Child Care and Early Years Act (CCEYA) is not automatically transferable — the new operator must apply for a new licence. However, the Ministry typically approves an existing licensed facility for a new operator who meets qualifications, and operations can continue during the application period. We guide buyers through the entire licence transition process.
The owner does not need to be an ECE (Early Childhood Educator), but the facility Director and a minimum ratio of staff must hold valid College of Early Childhood Educators (CECE) registration. Most acquisitions retain the existing qualified Director and staff, satisfying this requirement while allowing a business-oriented owner to focus on operations and growth.
CWELCC has significantly increased demand for licensed childcare while providing stable operating grants to enrolled providers. Licensed facilities enrolled in CWELCC receive provincial funding to compensate for reduced parent fees, protecting revenue. This has led to increased valuations for licensed facilities, as the government funding layer reduces revenue risk considerably.
